The National Railroad Passenger Corporation ("Amtrak") is a private corporation which operates the national passenger rail system. Amtrak owns 30th Street Station, Philadelphia's grand railroad terminal and the central point in the nation's second busiest intermodal transportation network. As a direct result of Aegis Property Group's Master Planning work Amtrak set forth with a plan to develop Phase I of its "Air Rights Development." Phase I contemplated a parking garage and related improvements that would best serve its customer's needs by providing safe and efficient parking and direct access to the Station.

This effort began in 2001 with a request for proposal to private-sector developers and culminated in the development of a 1,500 space Parking Garage and other related improvements (see Pedestrian Bridge and Road Improvements). Construction began in 2003 and the Garage opened in 2004. This facility was financed by a $50 million tax-exempt bond issued by PEDFA. The project team included BPG Properties, Ltd. as the Developer, Urban/STV Joint Venture as the Architect, with Bower Lewis Thrower Architects and Tim Haahs Associates as key sub-consultants, R.M. Shoemaker Company as Contractor, URS as Feasibility Analyst and Legg Mason as Underwriter.
